Remember that your first priority is to be safe yourself, and then second, to do what you can to let your neighbors or others affected know about safety hazards that you've encountered. Let's hope that the situation you describe doesn't lead to a catastrophic electrical fire, injuries, or  worse. Finally, what you can do is let  your responsible authorities know in calm, clear, well-documented writing, with photos and details - so that the hazards that need attention are on record.

 I am reaching out to you once more as I'm nearing my court.date trial for eviction court. I have learned that i unfortunately live in a unregulated mostly privately owned monopoly of a city. 

There are nearly no organizations that regulate or enforce rules here and if you believe you found the "one" it most definitely will not be in their jurisdiction. 
 Sadly this city could really use an investigative journalist to make much needed changes. I can not get them to hire an electrician to pull a permit and do the inspection/meter swap. It is imperative,  I need it and I know that I will likely be forced out by them condemning  the trailer at this point but that is what it is going to take to prove my statements in court I suppose. 

This is not a tenant friendly city and attorneys are mentally punishing. I have been told when do you just let go, and by an attorney I respected to leave and stop gripping about it.  I inquired and nearly hired an electrician that sung a different tune when he arrived only to realize I had saw his work vans servicing the area so he likely is contracted for the community. 

It has discouraged me and I am uncertain of the best course of action to have a fair inspection that is not done by someone potentially in the pocket of the investors that own the park. I am sure that sounds ridiculous and I hesitate saying that but it is truly possible.  

Could you tell me by chance of the chain of command when it comes to inspection and regulations for my issues. I have tried Missouri public commission twice now with no luck of jurisdiction.  

I'm going to reach the attorney state general and in a desperate attempt try to wrap this up by the least confusing way I can for a judge. 

Do you have any suggestions or knowledge on how I can find a regulations authority on the matter that can enforce beyond the city? You likely have the most valuable credibility and diagnosis I have been given overall. It is unfortunate that i am still reaching you in regards to the matter,  I apologize for potentially being inconsiderate and a nuisance.
